Dear All,

It has been observed that PC & PNDT Act has become destructive tool in the hands of appropriate authorities. Every CMO uses it at its own whims and Fancy. At so many instances the ultrasound machines are being sealed on drop of a hat. The objections are being raised that improper filling of Form “F”. The referral slips do not have obstetric history, the record is not proper. Everybody knows how the record is being kept at civil hospitals versus private diagnostic centre. Every Civil Surgeon feels that by Gagging the Radiologist the female feticide will stop. But alas the results are not much encouraging. We need to dig in the details of this social evil and better results could be obtained. Not by keeping radiologist as evil doer but as a team member.

here are some suggestions to control skewed sex ratio

They are laying more focus on methodology to fill the Form F and Paperwork rather nabbing the culprits. Which generally proves to be a futile effort? As someone doing this illegal work will not keep any record of this act. And will keep the timing at odd hours when the controlling authorities are least expected to <!-- @page { size: 8.5in 11in; margin: 0.79in } P { margin-bottom: 0.08in } -->nab them. More over it is possible only in connivance with the authorities itself in some cases. But most of the civil surgeons are struggling hard to stop female feticide.

Illegal MTP's are being done by Nurses, Dai'es and Quacks and what to Talk about a [b]Recognized MTP Centre[/b]. No crackdown or raids are being conducted at these sites of "MURDER" presently. Frequent raids should be made on the quacks and illegal MTP centres for this purpose.

Perhaps Government should ensure that these illegal MTP Centres if closed or regulated forcefully may yield the results for which our Govt/CMO's are sweating their neck down.

It has been observed that Form "F" is being sold at @ Rs.10/- Per form in some parts of Punjab under Red Cross, Putting an additional burden on poor patients. This practice i feel should be discouraged.

In industrial towns so many migrant labourers live and the health facilities are not adequate. When a industrial labourer approaches for U/s FWB. An Identity proof is asked in most instances they do not have any and their scan could not be done. Hence they lie at mercy of God for their delivery resulting in increased infant mortality and maternal mortality.

To mobilize Community participation, village level vigilance committee should be formed to keep a check on the female foeticide.

I feel the departmental work such as change of machine, Radiologist, Registration should be made fast and relaxed. So that a congenial relationship may be developed and will be beneficial to Government as well as radiologist.

it has been observed that some hospitals take PC & PNDT registration by employing Radiologist for a part-time basis and then after wards they illegally use the machine for ultrasound/ ? sex determination. This fact should also be taken in considerations while granting Registration.

Maximum illegal use of the technology is done at the centres where there is MTP facility is also running. The entire act is done without leaving a trace. I am not averse to the ethical use of USG in Obstetrics but when its misuse exceeds use it should be curbed with a heavy hand.

All users are requested to air their views so that a consolidated suggestion list may be forwarded to Government to ease the living of a radiologist and stopping female feticide. Let’s take a pledge that we shall not indulge in this gruesome act of sex determination.

on a seroius note, i believe female infanticide is a societal psycological problem with very deep roots and any superficial trimming efforts will never manage to curb it (which includes page margin adjustment on behalf of the govt authorities)...only education and gender equality will bring a progressive change in general mindset and can truly lay it to rest...which alas is a sloooooow process...

i guess we can at our level: educate patients and keep our plates clean...cant interfere with soul-less or blinded-by-greed people in the govt or medical fraternity...

The societal changes will take decades or centuries to happen, where as the authorities need to be seen doing something NOW. Hence all the nit-picking on procedural grounds, the rules for which are unclear and thoroughly confusing.
Nevertheless the law and its erratic implementation has struck fear in many-a-radiologist's hearts and the prevalence of sex-determination using ultrasound is definitely on the decline. It will probably not be possible to prevent each and every illegal act, but if majority of the acts can be prevented that will turn the tide in the other direction.

Greetings to you.The act itself is like firing a gun from the radiologists shoulder.I cant understand how a small handful of radiologists are the only person responsible for the female foeticide,when even after the birth of the child they dont spare the girls.
And so far as the act has happened ,its just a harassment tool.The mindset of the people should change,just a handful of us cannot bring justice.

Say a diagnostic center is closed cause right in front of the authority the form F was filled up after the patient had undergone usg,some patients come from the village and are not articulate enough with their histories.
See,if your conscience is clear,let what may,you will never tell the sex cause you will feel responsible for the death of an innocent..
I think the law should change ,the act should be scrapped.
Once only men are arround then and then only the will understand and respect a women,another lifeform..

You won't reach anywhere leave aside take the community forward by slandering the Gynaecologists as a Class.
There are criminals in all communities. Black sheep would be there in Radiologists as well as Gynaecologists. We need to get all the black sheep isolated.
And don't try to put the Gynaecologists in the same category as quacks, dais et al.
Don't forget that some of the best sonologists in India are non-radiologists.
Modern practice of Obstetrics and Gynaecology mandates the Ultrasound machine to be part of the Gynaecology Set up itself. By the way the Ultrasound in clinical practice was introduced by the Obstetricians only. The Radiology people came in much later.
So the moral of the story is that,
All Ethical Doctors practicing Ultrasonography should come together and free this wonderful invention from the shackles of Red-tapism Corruption and Bureaucracy brought in by this Act.

My answer is no, If you ask a theif by sigining on a peice of paper will not he steal In busy hopsitals much time in wasted on filling this form which time could have been used for sseing Pateints and doing scans, I feel teh best way to curb this problem is to employ a obdusman or police in all clinics so that if they can check on this, Police in India are not corrupt and will solve this porblem. Radiologists loose their bread and butter Now a days CT MRI macheines are so costly and we ahve to rely on USG machines for our survival It is high time only radiologists are allowed to USG Forget the rest Jai hind Let there be no female feticide Let women get enpowerment Let female child has a right to grow!Jia Hind
